Authorities have identified the semi truck driver killed on Loop 410 this week. Officials say Jack Vance died when he slammed into another 18-wheeler stopped in the fast lane on Loop 410 near the IH-10 interchange Monday. Ricky Joe Hastings' pickup then slammed into Vance's semi-truck. Hastings suffered a broken leg and has since been discharged from the San Antonio Military Medical Center. The driver who stopped, Andre Dixon, 30, faces criminally negligent homicide charges.

Ex-police officer gets prison for abusing suspect

LAREDO, Texas (AP) -- A former Laredo police officer has been sentenced to a year in prison after admitting to abusing a suspect in his patrol car last year.
A federal judge in Laredo sentenced Frank Carter on Thursday. Carter had pleaded guilty March 7 to violating the civil rights of the male suspect and admitted to having used "unjustified and unlawful force against a handcuffed arrestee."
The incident was recorded on a rear-facing dashboard camera.
Carter could have received a prison sentence of up to 10 years.
