Members of the House Armed Services Committee wrapped up a visit to Lackland Air Force Base this afternoon.
The congressional delegation met with commanders to find out how inappropriate relations were able to develop between istructors and trainees.
More than 40 female trainees say they had inappropriate relationships with instructors, or were sexually harassed or raped.
U.S. Rep. Susan Davis, (D) California, said, "One of the things we repeatedly heard was sometimes people do not report. Sometimes the victims do not report these crimes and yet we need to be able to go after, within a situation and make sure people feel safe."
Last month, the Air Force put a female commander over the training wing at Lackland.
Five instructors have been convicted and nearly a dozen more are under investigation.

Texas House Democrat Eiland won't seek re-election
May 23, 2013 01:21 GMT
AUSTIN, Texas (AP) -- Veteran Democratic Rep. Craig Eiland of Galveston says he won't seek re-election.
His voice cracking, Eiland addressed the House late Wednesday and said he wants to spend more time with his wife and children, and be a better lawyer.
Eiland said he first came to the Legislature 20 years ago as a bachelor. He said that's why his spending so many hours away from home as a lawmaker is the only life his family has ever known.
He said working with so many first-term and second-term representatives has him convinced "we're in good shape for the future," but added of the younger legislators: "Some of them are crazy."
Eiland also noted that bipartisanship and multiculturalism will drive Texas' future.
His announcement drew a standing ovation and hugs from his colleagues.
