Preventing pregnancy for at-risk teenagers - it's not an easy thing to do, but the federal government has some ideas.

They're studying 30 girls, ranging in age from 14 to 17, who are on probation.

The study is being conducted by The University of Houston.

Danielle Parish, the assistant professor leading the study, said, "These girls come from some very difficult family backgrounds typically and a lot of them present with a history of abuse. And they'll often have a lack of support."

National Institutes of Health is giving $100,000 to U of H to study the sexual behavior of these teens.

The study will look at what these girls do when pregnant, besides break the law.

The idea is to determine ways to intervene on multiple levels, from reducing risky sexual behavior to unhealthy choices like the use of alcohol, cigarettes or drugs during pregnancy.

Parish said, "I think it's really important that we develop an intervention that benefits this sub-group or this population to have the information they need to make healthier decisions for them."

One of the most eye-opening parts of the study is what researchers call condom negotiation - a situation where one partner wants to use protection when the other doesn't.

Parish said, "It focuses on teaching them when to bring it up and how to bring it up really so that they're prepared."

Counselors and pediatricians will teach the girls how to negotiate condom use with their partner.

Reaction from taxpayers is mixed.

Researchers hope to find new ways to stop the cycle of teen pregnancy and risky behavior that's often associated with it.

And though it carries a hefty price tag, covered by tax dollars, few can argue about the value that comes from solving the problem.

Researchers say this study will help lay the groundwork for a larger study that will help social workers and law enforcement understand the conditions at-risk teenagers are exposed to.

The hope is policy changes will occur so teens can get help before its too late.Condom Negotiation Part of New Teen Pregnancy Study
